Rule number 1. is to run kind a parallel government , make nepali janata fear from them and do things they wanted to do. It will help them to capture the election booth, extortion and so on. Creating a havoc will favor them and that is what they are doing and it will be a never ending process. If XYZ action is gone , will bring YZX. One the devil is in, it will stay for ever or will bring new devils.
All gundagirdi are done by maoist and they are protected by them. Now all gundas are in maoist block.
