yes you have to be physically in dmv to renew licence in MN.

yeah they will extend till the opt expiration date. Other option depends on your planning like extension of opt, h1b ...etc. DVM in MN needs the legal date (i20,opt,h1b) to put on the licence. Other option could be a licence from other states which doesn't bother status check...like WA, New Mexico, etc.... they blindly give you licence for certain years.
